How to adjust brakes with a barrel adjuster... Turn the red arrow thing out, until you like the feel. Then snug the blue arrow thing back up to the brake.

How to adjust spring tension on a U-Brake
myself

Stick an allen key where the red arrow is pointing to, so that the brake arm doesnt become loose from the frame. Then use a proper sized wrench to tighten/loosen the thing outlined by the light blue hexagon, but dont let the part where the allen key is in move. Another option is to loosen the bolt with the allen wrench, adjust the hexagon, then tighten the bolt back up.
